He was taking the mickey. It's an investor visa - min. $500K investment, and geographically restricted. Google is your friend, in the meantime:

£250,000 and you can live anywhere, green cards for the whole family.
This is not dead money it is an investment.
If you have money from a house sale you would be better off to go this route and buy a house on a mortgage like everyone else.
The investment is still security for your loan and you can get a job, start a business or whatever anywhere in the USA.
I don’t want to be accused of promoting a particular scheme but look for a certain ski resort in Northern Vermont.
