North-Central/East, maybe... as the North-West parts of California are foggy and cool in the summer. Humboldt County, for example, rarely gets HOT even in July-August.

I agree with the suggestions of Redding, Red Bluff, Butte County, Shasta County, etc; those are probably the only parts of CA that would fit the bill. So basically anywhere along/near the I-5 corridor between Sacramento and Yreka, and MAYBE around Mendocino or Sonoma counties too.

True, but just by a hair, much the way San Jose averages less rainfall than downtown Los Angeles, even though San Jose has more rainy days than Los Angeles. Similarly, Medford will have a lot more rainy days than Sacramento, 103 versus 60 per year. So if the OP is looking for more rainy days vs total rainfall, then Medford would be a lot better. It should be noted that Medford is much colder than the Central Valley Cities in California, averaging 4 inches of snow per year and nearly 70 freezing nights. If you're looking for hot summers, it fits the bill, but I'd rather enjoy the milder Winters a little farther south. Really, I think Redding is the best choice for this request, because summers are way hotter than either Medford or Sacramento, and winters are way wetter. But Sacramento is by far the nicest metro area that still generally fits the bill.

I lived 2/3 my life in and around Medford, and that's true that much of the area's "rainfall " is just cold mist, dew, fog, frost, whatever. Winters are dismal, dark. There were some winters with no snow at all though, and summers can often rival Redding.

Pretty much anywhere in CA in the central valley would fit the bill. Between the coast and elevations high enough for snow.
