The 13th Amendment doesn't apply to prisoners.

That's not CA-specific. Also that pertains to private sector unions not public sector unions.

Interestingly the figure even on that chart is higher today than it was in the very pro-union administration of FDR.

Personally, I would prefer the house building jobs go to those who need the work....those with mortgage or rent to pay, vehicle/s to maintain, perhaps a family to support.....and finally, those with the appropriate skilled trade skills & experience. In other words, not prison inmates.

It would not make it cheaper. Virtually nothing the Gov't does makes something cheaper.
