Absolutely! The northern quarter of the state (everything north of Sacramento) is very lightly populated. The biggest city in the whole region is Redding, and it's under 100,000.

Default did the math

"North California" has a population about equal to Idaho's, and a land area slightly larger than Pennsylvania.
It has 30% of California's land area, but only 4.5% of its population. Not crowded at all.
