Where is Pepper Springs? Is Dr. Ulster part of a GI group?

I'd vouche for UC Davis. Their entire medical system is pretty good. Downside is they're not networked very well and they're pretty pricy. If you have an individual health plan, it needs to be a Blue Shield PPO. You're also good with Medicare and Medicare Supplement.

Thanks for the recommendation. I realized I can go anywhere, not just California, so I'm headed for the top-rated GI center in the US; the Mayo Clinic in Minnesota.

If it doesn't have to be through a University you might want to look into Hoag hospital in Newport Beach Ca. I had a heart valve replaced there in late November of this year, and the whole experience was outstanding. Hoag is a great hospital.
