its not scientific but its just my observation
A question I've been asking for years. If I remember right OC had a small increase in sales tax for the roads and it obviously all went to the roads.... unlike other counties.
Voters just passed Prop 69 on an 89-19 vote. It requires that every penny of gas tax goes to roads and a strict accounting of it. There is no shadiness.
And because of this "lockbox" on gas taxes I am much more inclined to vote to keep the new gas tax.
"Hey guys, you know those infrastructure funds, well we completely mishandled your funds or diverted to pensions to cover our asses. But with Prop 69 we are promising to use this money we're forced out of your pocket to cover infrastructure. Thanks for understanding."
Notice "transportation purposes" is a broad statement and allows all sorts of things that have no direct impact on ... roads. they can even give money to Universities to study the problem as I believe they have been doing for years with no real benefit or no studies would be needed.
That's a great point, the state will have Janet Napolitano squander millions on their behalf. An audit won't find anything since she has to approve them anyway.

Life is all about trade-offs. Better transportation infrastructure costs money, of course. At the same time, the idea that money must come from incremental taxes is a fallacy. Following is a list of California State Agencies & Boards, each with its on budget, employees, infrastructure, bureaucracy, etc.
I can easily imagine eliminating many of these & laying off their employees, and using their budget to improve transportation infrastructure. No new taxes needed.
