The "mystery tax" is what the refineries can get because of a captive customer, based on the special blend law. They work together.


Oh, I read the article. The above is the problem. A special blend is no longer needed, but it allows CA refineries to charge higher due to a lack of competition.

80 cents minus: gas tax increase to cover selling and refining gasoline in California plus state gas tax plus local sales tax plus fees for low carbon fuel standard plus cap-and-trade program on greenhouse gases plus fee to clean up old gas station sites where fuel leaked into the soil, the total of which apparently comes to 58 cents = 22 cents. The 22 cents is the mystery surcharge that the author of the articles is discussing.

Vote Yes on 6 and repeal another tax. Demand accountability of our politicians, there is none now.

Corporate greed based on the special blend, so no competition in reality.

California has some of the worst roads in the country, and we are already one of the highest taxed states.

We also have some of the most mediocre schools and a middling healthcare system. I think it's time the state improve its efficiency before demanding more money.
