The difference is that if a cop asks a vendor who is legal for their license, they can provide one. And they'll have the opportunity to get one.

Why would anyone assume that by making it legal, it will increase illegal activity? That's just not logical.

Cops aren’t going to deal with it in L.A at least . In the smaller cities maybe .
Also what will the repercussions be ? The whole point is they don’t want these people to have any record or anything because they think it’ll put them at risk of deportation.

I haven’t heard of any food vendors being deported though .. mostly ms 13, drug dealers and child molesters and stuff.

Yes they will. It'll be a big money maker for the city, just like traffic fines. These aren't panhandlers with no identification or visible assets who can claim destitution. These are "small business owners" who have demonstrable goods and cash on hand.

Beat cops will issue them citations, they'll get a non-criminal bench warrant for collections (after a while) if they don't pay their fines and get a license, and eventually the city will have the power to confiscate their stuff and collect the fine from their cash on hand. Just like they do for other fines, the city will use private debt collectors to enforce the fines.

If you think nobody's going to jump at the chance to legally extract cash from sidewalk vendors (and take a cut of their own) you don't really understand how capitalism works.

Rather than pay to jail them, it's much smarter to get paid for allowing them to sell their wares.

Brick-and-mortar businesses that sell Churros, shaved ice, coffee, hot dogs, beach toys, etc, sell to very different clientele than those who buy from street vendors. Same thing for knock-offs and other portable trinkets sold on sidewalks.

It's true that some businesses will be hurt by more sidewalk vendors. Some businesses will do better. The balance of good vs. harm is pretty clearly tilted toward good, unlike in the 9th circuit court ruling favoring vagrant camps.
