It's well known that "everyone" hates DMV. So the politicians know that they can load any fee they want onto DMV and the public with put up an outcry--against DMV, not the politicians that set the fee.

In the past, politicians have actually campaigned that they were going to "deal with DMV and their outrageous fees" and have won, with no one apparently able to understand that the politicians put the fees in place to begin with.

And it works every time. How many people cheered when Schwarzenegger followed through on his promise to "cut the DMV tax"--and then didn't notice that the exact same amount of fees were quietly added to the county and CHP fees and a lot of people's tags didn't really end up cheaper at all.

I hate the CA DMV...but surprisingly my experience with their website recently was quite pleasant. It it pretty efficient as government website's go.
