This is a weird situation. I was recently laid off by a European company, whose US HQ is just a rented address in CA. They have no one physically there, no office space, they just rent an address and their mail is forwarded to the admin. person in another state. I live in AZ and am an AZ resident. With my termination documents the employer included a brochure on CA UI benefits. I have never been to CA on business for this company, though I have a 408 area code for my company cell phone and a Bay Area address in my email signature. I'm sure this company is properly registered and does everything else by the book in whatever states it has employees. We have no other employees or operations in AZ. Can I file for UI in CA?

I couldn't figure it out quickly on the EDD website. But, why not just apply online and see what they say?

This is on the AZ website: https://des.az.gov/services/employme...rance-benefits

"Your weekly Unemployment Insurance Benefit Amount (WBA) is calculated on wages you earned from employers who paid Unemployment Tax to the State of Arizona. The WBA is 4% of the wages paid in the highest quarter of your base period. The current maximum WBA is $240."

So, it would seem that the issue that matters is which state the employer paid unemployment tax to. But, I really don't know for sure.

But, if you apply for CA unemployment, you should find out pretty quickly if your employer reported your earnings in CA or not.

Unemployment is based on residency, so you would receive unemployment benefits from Arizona.

If you were already living in California moved to Arizona you benefits would transfer to Arizona.

Actually, it seems to depend on where the employer paid unemployment insurance payments. If the employer was paying UI insurance premiums in CA, then that's where the OP should file.
