Debt is only meaningful in relation to income. It’s not ignored. It’s managed. All businesses and governments, and most individuals, carry lots of debt as they invest, grow, cover their asses for mistakes made and unexpected developments. All new money added to the economy is based on debt acquisition for these things. Without debt our entire economy would collapse. It is a primary industry that feeds the overall machine.

California isn't the 5th largest economy. Its just a region within the United States... which *is* the largest economy in the world. Any gains by any one region are just part of the whole. Lots of places in the US have seen strong economic growth lately.

Thank you. I view the 10th-place ranking as a temporary blip; before that, and I think for the last few decades or so, it's been around 8th. But I can see people's point; the fact that it managed to rally from that temporary low up to 5th is nothing to sneeze at.

A lot has to do with the strengthening of the dollar as well. Often times countries rise and fall depending on the exchange rates, since they are being compared using USD.
