This is one producer in one field. There are many more producers and fields where similar projects could become reality in the future.
Natural gas would probably be the preferred cheaper method to create steam to extract the oil but with California mandates to use greater amounts of renewable energy solar could eventually be required for all heavy oil producers.

The air quality is trending better with each passing year and decade since the early 90's or so. And that is despite the growth in the Valley and the State. Every little thing helps and with electric and hybrid vehicles the future of transportation the long term outlook is good. The southern valley will likely always be ranked last or close to it due to geography but somewhere in the US has to be ranked last even if major improvements are made throughout the entire state and country. I try not to get caught up in the rankings as much as I do the improvements.

COL has no effect on innovation. Desirable areas are usually expensive. Check out Hong Kong, Paris, Berlin, London. These places make the Bay Area look like a bargain.
