Why is California often where restrictions on smoking are implemented first?

Because CA leads the nation in restricting everything. I am a non smoker and always have been, yet I would rather have smokers around (albeit in a 'smoking area') than to have everything restricted or banned.....

Not really. I think Minnesota was one of the first states to implement smoking restrictions with the Clean Indoor Air Act in 1970s, which mandated smoking and non-smoking areas in public buildings. I noticed the MPS international airport way back in the 1970s with lots of "no smoking" placards and areas.

You beat me to it. I’m also a non smoker, but California is the ultimate nanny state. Cigarettes, straws, plastic bags, etc. I’m waiting for them to ban sodas and all bakery items because they’re bad for you.

All I have to do is go to my local Indian Casino (where it doesn't apply) to appreciate the smoking ban in public places. That's one ban I can totally get behind.

Yes, one of the first states, in 1975. Arizona restricted smoking in several public places in 1975, and CT passed the first state law to apply smoking restrictions in restaurants in 1974.

We've always set trends in health regulation.

Beyond skateboards, Silicon Valley and hippies, California has a trendsetting streak of a different kind. The state has been first to pass major public health initiatives that have spread throughout the country.

California was first to require smog checks for clean air, pass anti-tobacco initiatives and bike helmets laws. While these laws were met with skepticism and ridicule, they've often become standard practice in other states.
