It's a tie between San Diego and Oakland/East Bay. The urban areas in those cities are vibrant.

Santa Ana/Orange County and Riverside/Inland Empire are too much of a suburban sprawl and I didn't find Sac too vibrant.

No way LA is more vibrant than SF. It's not urban enough imo. However it does feel like the center of gravity for west coast because its size but it doesnt necessarily mean more vibrant

The problem with SD, although it is bigger than SF, the city itself has a long way to go to catch up with those "vibrant" cities. The weather is the only real winning aspect of it....but for industry SD has been lacking for over 100 years.

"San Diego had the great harbor and the weather; it seemed poised to become a world-class metropolis. But it was overshadowed by both San Francisco and Los Angeles. Businessman John D. Spreckels expressed the enthusiasm of San Diego's boosters in 1923, as well as the disappointment that it had not fully developed."

This is still the same 100 years later. It is over shadowed. Still thought of as a "border town" near Mexico. I really think the cost of living will keep increasing but the industry will not be versatile in comparisons to the other cities on the list.
