It's not a loophole, it's the law, the state didn't lose anything. Please look up the definition of budget surplus. Also government wasteful spending, CA is the poster child. Bullet train to nowhere, billions lost in EDD, $500 million missing in CPUC budget, Caltrans "disallowed" expenditures, misappropriation of SB1 funds, a few examples come to mind. And you want to give them more money? Chief Newsolini thanks you, citizen.

Are any of you concerned that CA simply has too many laws? CA passes something like 900-1000 new laws every year. How can anyone keep up with that? This also obviously breeds corruption, if everything is illegal or regulated the DOJ can kind of just pick anyone they want to prosecute as everyone is doing something wrong, unable to keep up with the ever expanding laws. I really believe the simpler the better when it comes to governance and your system is overly complex.

Several States have a policy like Prop 13, including FL.

Can't think of any good reason why someone would want to funnel more money out of people and into the government. They must have a vested interest to do so.
