I think you can trust the SOS site. That Daily 48er site looks to be a small student based resource. Looking at "about" under the Who We Are tab, it states:

The SOS website now shows the same percentages you posted but with 7,085,448 votes YES and 6,734,108 NO votes. Votes are still coming in, with an estimated 2,851,893 votes still outstanding. That's as of today, 11/09/20, at 12:00 p.m

The SOS website now shows very slight slippage on #19 with 7,549,241 votes YES (51.2%) and 7,207,336 NO votes (48.8%).

Votes are still coming in, with an estimated 2,097,466 votes still outstanding. That's as of today, 11/10/20 at noon.

Ballotpedia now shows 100% precincts reporting with a WIN at 51.9%!

If Prop 19 has indeed passed, when will it take effect? We are starting to look for another home and are thrilled that we can now expand our search to houses at a higher price point and in other counties. Before, we weren't sure we were going to be able to find what we wanted and still qualify for Prop 60/90. Also, is it retroactive for those people who purchased a home earlier this year? I read the bill but it's a little murky.

I've also looked for information on the date this will become effective. Logically, I see it happening January 1st. Maybe a call to your local assessor's office will give you better information as to the effective date and answer your question whether anything will be applied retroactively. Personally, I don't think so. I think the base you are paying right now is the figure that will be applied should you decide to sell and repurchase somewhere else. At least now the field is open to ALL counties and not just a select few.

It definitely won't be retroactive.

I just found an article (not yet verified) that states the transfer of tax basis rules won't go into effect until April 21st, 2021. The other part of the proposition has a different effective date listed.

When I know more, I'll post it.

I would not rush out and buy another house now, although I'm hoping to buy a new home myself. It would be a shame to buy something and have the transfer basis rejected.

And keep in mind that the property you buy must become your primary residence, not a vacation home or rental.
