At minimal:
-Loud Exhaust/ATVs/Modified Mufflers...None to very minimal --no more than a sum total of a few minutes a day, no more than 15 instances per day, most/all at least 1/4 mile away.
-Motorized noise/Compressors (landscaping, agricultural): No more than 3 hours per week at audible distance
-No sonic booms
-No low military aircraft or very minimal --no more than 3 times/week and nothing under 500 ft. (nothing against the military, just don't want to live under their training routes)
-Minimal air traffic in general
-No distant humming noises from compressors/motors
-No train noise

Starlight Beach, Santa Catalina Island.

No. Wait. They have those darn sheep making noise all night. Scratch that.

Amboy is fairly quiet.

Trona is down right "outer space" quiet.

Niland should be quiet. Gotta check for Naval ops there though. (They fly "low & hot" to Chocolate Mtn Range.) I just don't know if they're mostly South of Niland/Bombay Beach.

Good luck with this.

There are plenty of areas in the mountains that meet the criteria and in North California but you'd be living off the grid.

College town. No way.

But a few miles up the coast from there is Morro Bay. Small and a mostly touristy town. Because its appeal is generally more towards the older crowd, everything rolls up at around 7 or 8 in the evening. Place falls dead quiet save for the occasional bark from the seals or a boat ringing its bell.

Just responding based on the OP's post. I don't think the college kids bring the kind of noise pollution the OP descibes, though they do have their own brand of noise pollution.
Agree with Morro Bay, duh, should have thought of that first!

Buy some land out in a plains state. When I'm on my ranch in CO you'd not know other people existed except maybe a jet contrail.

Butte county in Northern Ca also fits the bill, or Glenn county. As long as you are not near a lake that allows motors, it's quiet. Some lakes do not allow any kind of motor on the water, so just kayaks or pedal boats, etc.

Spent the night on top of Mt. Whitney once. It was pretty quiet up there, but also the coldest night I ever spent. Don't think I slept a wink.
