Even without any coastline, I'd say Plumas County.

I live in Lake County and it so beautiful and diversified. We don't have the best reputation here but the size is 1329 miles. We have the Mendocino Forest, Clearlake the largest natural lake in CA, vineyards, farmland, a volcano; Mount Konocti, Blue Lakes, creeks rivers stunning views, horseback riding and so forth.
The problem is we are in a drought right now and the county is letting commercial pot grows start.

Great post. Underrated counties in particular are ones I love to hear/learn more about.

Madera county is another underappreciated county. People know it for the entrance of Yosemite and Bass lake, but there's plenty more there.

Anyone that doesn’t have Marin County on their top three most beautiful counties in California list, simply hasn’t spent more than a day there! It’s especially beautiful when you factor in year-round weather conditions, and the integration of modern conveniences, stores, shops, etc. with nature. Most counties will have certain beautiful areas, generally sparsely inhabited, like a forests, lake areas, etc. Marin manages to keep even their highly inhabited areas beautiful . I am under the impression we’re talking about the beauty of the entire county, not just certain spots or towns within that county.

One thing I hope Marin County residents continue to do is keep prices high, so they keep the county looking nice! People can call it gentrification all they want, but I’d rather keep Marin County beautiful and have the reputation of being snobby, rather than turning it into a low income housing ghetto, so a few people can have their conscience massaged. Keep it nice at all costs!

Kings County has to be the least scenic and I can't imagine it's all that close. When you look at the California county map it's odd that it even exists. Why isn't just a part of Tulare County? It's surrounded on all sides by five counties that look like they are all about 3-5 times larger than Kings.

Yes, Kings County was once a part of Tulare County. IHMO, its most scenic parts are along the Kings River bordering Fresno County. The southernmost parts of King County used to be covered by Tulare Lake.
