San Luis Obispo county. Buy a car or RV, park it, and live rent free. SLO has a nice homeless shelter for showers, or any campground. They give out sandwiches or groceries at various places, for free. Of course your medical is completely paid for by the tax payer. In fact, if you have kids, cha Ching! Lots of cash, for free! The social worker will even help you sign up for SSI if you can’t work. And don’t worry about the cops, they have been told, hands off, don’t do a thing about vagrancy, the jail is full. The big plus is the weather is mild year round and pan handling at shopping center entrances is not stopped. California is a wonderful place to live if you don’t want to work. I’d encourage anyone that wants to live that way in the US, to go there. At least you won’t freeze to death or get harassed by the police.

You certainly don’t know much of anything about homelessness. For starters, only about 10%-12% anywhere move in from other states. I could explain why that’s been found to be the case, but somehow I don’t think you’re interested in understanding … too much fun to just toss around those old myths and memes, eh?

Towns of reasonable size with the lowest cost for homes currently available would be Taft and California City. For Taft there is the Grapevine (Tejon Pass) between there and Los Angeles. Property sizes of homes in California City tend to be larger. I do not know how loud the aircraft in the California City area is.

There are many mobile homes in the Palm Springs area but most of them have a monthly rental. There are a few Resident Owned Communities with mobile homes where the home includes the property but they are all on top of the San Andreas Fault or extremely close to it.
