Actually, the article is pointing out that the University of California has admitted a record number of Californians and far fewer out-of-state students. From your link:

Actually no, it’s not puzzling. Not anymore. After all this time, with so many threads started about race … it has become quite obvious what’s going on behind the ‘focus.’

So we can assume more dumbing down of the UC system since admissions are not based on actual test scores but based on what color of skin you have. God I am so glad i wont have to interview let alone hire these highly qualified individuals when the graduate with a diploma on basket weaving or political science or communtication!

I graduated from high school in the 70s, and my alma mater is a UC that isn’t UCB nor UCLA. Ruth, re your note on your rep, the test prep business actually did exist in the 70s. There are two ‘granddaddies’ in the business, Kaplan and The Princeton Review. The Princeton Review didn’t start until 1981, but Kaplan started in 1938, and expanded beyond NYC in 1970, with 70 centers (around the country) by 1975.

The analogy is a bit uneven, but I sort of think of him as the ‘John Barron’ of ‘Robert Stark’ .

It does not state that anywhere in the article. Perhaps you're unfamiliar with the admission requirements for the UC system.

You're taking excerpts out of this article and putting them within your own context.

“It’s important that we do all we can to ensure that California residents have access to a UC campus,” said Youlonda Copeland-Morgan, UCLA vice provost for enrollment management. “But having students learn in classrooms that resemble the state, nation and world enhances their educational experience. There actually is more emphasis on GPA (most UC's average 4.0 plus) at the moment...admissions data at all 9 undergraduate UC's listed below (2022)...
