Well, I'm 26 years old, so it wasn't too long ago when I faced the same problem as you.

Enterprise was BY FAR the best rental car company when I was 24 years old. They always had the best rates for that age and their customer service was great for a car rental company.

The Federal government got those rules waived for Federal employees and military on official business.

If either of those apply to you....there is a good chance they would just waive the requirement for personal use.

FOX Car rental will rent to ppl over the age of 19 and really cheap. $15 under age fee per day
