If you own a hybrid car in California does that mean you can drive in the carpool lane with only one person in the car?

Unfortunately, yes.
But you need to have a sticker issued by the state.

And I believe they're out of stickers. So you'd have to buy a car with the sticker already on it.

It's almost cheaper to get pregnant and have a child so you can have an extra "occupant" in the car with you and use the car pool lanes.

(And the law should really be "two licensed drivers" instead of "two occupants". A lady and her baby aren't carpooling.)

This is correct. This is part of the reason why used Priuses are going for more than new ones in some markets..
