I believe you are misinterpreting voting patterns in California regarding Latinos. Studies have shown that Mexican-Americans favor strong government involvement in providing comprehensive educational opportunities & extensive social services. Interesting articles in the LA Times of university studies show Latinos in California strongly favoring unions\ universal health care & extensive infra-structure funding. Most Mexicanos are Catholic & tend to follow church teachings on abortion & homosexuality but that does not mean that Latinos vote Republican in California not by a long shot.

Once Prop 11 is instituted I think congressional districts in Orange county will likely include parts of LA county with even stronger Democratic influence. Conservatism in California is decreasing & limited to the farm counties in the Central Valley.

Riverside and San Diego counties are quite conservative, as well. Conservatism in California is not limited to rural and farm counties.

Both Riverside & San Diego counties along with Imperial\ San Bernardino\ Ventura\ Santa Barbara & of-course LA county voted Democratic in 2008 election. These counties have been leaning Left for some time w/ very close margins between Democrats & Republicans. The only urban county in California that still votes Republican is Orange county.

For example, Riverside County had the following results in the November 2008 Election:
General Election 2008 Results| mydesert.com
Mary Bono, John Benoit and Brian Nestande are all Republicans.
