My choice for "best", at least in terms of scenery, is Mariposa County, the home of Yosemite Valley. For worst, again from a scenic standpoint, would have to be Imperial County. Of course its a very subjective topic.

Probably. And Kings County can definitely give Imperial county a run for its money when it comes to least attractive. At least in Imperial Co you have parts of Anza Borrego SP and some interesting desert landscapes.

Kings County is just the ugly, smelly "half-desert". No interesting desert plants, just desert temperatures and dry, yellow grassland.

It's one of the few CA counties I've never been to, but my understanding is that it's a god awful hot desert interlaced with farms. Economy sucks too. Then of course, there's the Salton Sea.
