I have been told by many to avoid Santa Maria? I can't imagine it's much worse than Phoenix though.

I am really leaning towards the Santa Cruz, Monteray, Big Sur area, I really like the whole forrest/beach feel since I am big on outdoor activities.

Santa Cruz area will suit you're "outdoor activities" desire probably a bit more than Monterey and Big Sur.
There are lots and lots of trails to hike and mountain bike on here and there are, in my opinion, better beaches than in the Monterey are
Big Sur will not provide you with long stretches of beautiful beaches with easy access. It's basically a mountain / ocean cliff scene. Beautiful, magical but not a place where people go to sun bathe on the beach.
There are some lovely state parks though.
There's a strong surf scene in Santa Cruz and it's a "younger" town than Monterey/Carmel.
And Santa Cruz is less than 41/2 hours (non-rush hour) to Truckee / Tahoe so if you want to ski, snow board, etc. or just get a hit of high altitude / Sierra Mountains any time of the year, it's a relatively close and easy drive.
Same with Yosemite ... a little bit longer of a drive but a straight and easy path across the state.
I tend to think that S.C. is perfectly situated because of its access to some of the best of California.

I have been told that Santa Cruz is more of a surfer town, more laid back, which is really what I am looking for. I would love to learn how to surf actually.

The approach is laid back (it's very rare to hear someone honking in traffic for example) but S.C. can be kind of frenetic but not in an obnoxious way.
It's all relative. Compared to a big city it's nothing but there's enough of an urban feel in parts to suit you if you want a little of that and very easy access to almost any kind of shopping you need to do.
But you can drive 5 minutes and be in very peaceful nature.
Soquel and Aptos (basically a continuation of S.C.) are more mellow.
And central and northern CA are, all in all, less congested and crazy than So. CA.
Yes strong surf culture.
Come out & feel and see it or yourself.

This is what I have read, herb friendly is definetly a plus. I do qualify for medical in california due to medical reasons as well.
