"Cold" is a relative term, i say more mild than anything else. There have been many times where I have not needed to adjust to the chill when water temps are 72+. Not pretending its Hawaii or anything but better than anything temperature wise north of Santa Barbara. Also water temps are not uniform throughout SoCal.

I know what the NODC averages say but it does not reflect what the actual DAYTIME temperature readings are from my experience and observations. I'm big beach person and a nerd so I track the water temps pretty much everyday starting in May to see when its warm enough to go in as well as compare beaches since temps can vary up to 5 degrees at beaches only 5 miles from each other. And I would say most days in July and Aug are 70 or higher. Some places are already at 70 or close to it:
National Weather Service - NWS San Diego

NODC data includes nightime readings and the temps drop a few degrees, sometimes as much as 5+, at night and that brings down the average, which is why I think those averages are below what they should be.

I'm not trying to argue really, the NODC data is what it is but it just doesn't reflect my experience and observations.

There is the beach on the West, and in the East you have the spectacular splendor of Yosemite, many lakes to visit/swim in, and skiing in the winter if you are interested in that. LA is always drivable or flyable for a beach vacation! You could have a pretty affordable vacation in San Diego, the O.C. or even Central Cal/Santa Barbara/San Luis Obispo area.

I really think you could go NorCal or SoCal, but if you find a job in Silicon Valley, you won't really have to miss out on the beach too much since you could always visit. I, personally, prefer to live in NorCal because SoCal is soooo crowded and the traffic is ridiculous!!! At least people can make it home from work here in less than half an hour. Plus, San Francisco is a fantastic city! Lots to do here.
Not true. San Diego commute times are rarely more than 20 minutes,30 tops. And commutes in the city [sfo] or points away are at least that! San Diego is completely liveable, even though it too has grown in the last decade. But it's mellow compared to even bay area traffic. It really is. LA is another story.

But ANYWAY-
for warm beaches, why bother discussing this?
San Diego is the best for beaches by far...people surf in droves all year round in SD. And there is more coastline with easier access [20 minutes or less from most of central SD or north county].
