Looking at the chart showing inventions coming out of California I think there must be an IQ gap. The bay area companies are full of high IQ people while the rest of us are dummies. This begs for a government solution.

Actually that might be one of the problems with the Morgan Quitno ranking.

In California, student test scores are ranked on a 5 step scale: advanced, proficient, basic, below basic, and far below basic.

Other states use 3 or 4 step scales. For example, in Texas it is just: Commended, Proficient, Below Proficient.

If the middle of the range is considered average, then California calls that "basic".

So our "proficient" students are really above average.
