I am a Scottsdale transplant from Southern California (Manhattan Beach) and am seeking a (reasonably) affordable place to move in Northern CA.

Can anyone please make recommendations based on the following criteria:
1) Creative community
2) Water (ocean, river, stream - heck, I'll take an estuary at this point)
3) University nearby
4) Affordable rents (under $1000 for a single)
5) Safe
6) Sophisticated
7) More of an intellectual population

I know ... quite a laundry list. But, after too many years in yee-haw, backwoods Phoenix, I've got to get somewhere where the population has some class, manners, and brains.

Can anyone help?? I want to make the move within the next several months.

Thanks very much for any and all recommendations!!

Eureka/Arcata perhaps.
Depending on your idea of 'apartment', you can also get rent for under 1K at Extended Stay America in many places these days. Mountain View, CA might be a nice place for you.

Santa Cruz County.
It's on the "top" of the central coast.
Consider the entire county ... not just S.C. proper.
Santa Cruz County, California
It is possible to find a place as a single for 1K but it's a challenge although rents have gone down a bit recently.

And "sophisticated" .... "more of an educated population" ... it's all relative but good enough.
UCSC is here and Silicon Valley just over the hill and S.F. less than 2 hours to the north.
All other criteria is met.

Default Thank you!

Really appreciate the speedy and honest feedback.

I will check out the areas you've both suggested.
