When you say "foreign immigrants", you mean folks migrating in from anywhere outside of California, including other states, correct?

No, the DoF goofed.

It should just be Immigrants. And that is ONLY foreign born people moving into the US.

People from other states are referred to as Domestic Migration.

Foreign born, but what if they're coming from another state? So what this is saying is there was no domestic migration from outside CA other than foreign born?

Unfortunately, the population still grew. It would be great to see a decline of, say, 10 to 20%. This would cure many, if not most, of the state's woes.

Depends if those moving in are paying more or less in taxes than they receive in benefits.

There was obviously people who moved in from other states-but they were offset by people leaving.

I'm all for more growth and more people, but the current infrastructure really can't support these many people. When California's population was half the size it was now (back in the late 60s), it still couldn't really support the population.

Let infrastructure catch up to the population. Especially in the Central Valley, where they need to get some kind of growth policy up.

I think you'll find that the 1.9 million are all immigrants, foreign and domestic, since when you subtract out the almost 200,000 who left, it gives you the 1.7 million net migration number. Interesting that most of the population growth is due to the birthrate. Even if you build walls, you'll still face a much larger problem from within.
