I believe the OP may already live in CA, but may be looking for advice as to where to move within the state.

I'd just stay put for the immediate future, and let CA work out the finance problems. I'm not clear on how the state plans on handling folks with low capabilities, right now the system is a mess and cannot continue as is.

Thanks for the replies.

I know, Cali is pretty diverse everywhere, I think I'd like to move somewhere to the East?
I live currently in the Bay Area, there are white people but there are no ... I don't know what to call them: "ultra white" people.

My online guy friend lives in Germany and I kind of want to be with him... forever. Perhaps someday I'll be able to live with him? But if that doesn't work then I know I need an education (either way)... I just don't really have much interests in anything and don't know how to go about choosing a college and getting myself to genuinely want to learn.

I have set up a meeting with my Mom's social worker and she's going to help us as much as she can.

Default "Ultra White?"

First I'm still not convinced of the authenticity of your post, OP. Second, if you are really consulting a social worker, that's a good step. Third, if you are listless and uninterested in anything, that is a major symptom of depression and you should consult your medical caregiver. Fourth, if you are really interested in being around "ultra white" people, you probably DO belong in Germany, not the US. This is not an "ultra white " country and never will be again, thank God. Hope things work out for you.
