It's not an issue of what they're SUPPOSED to do with it. It's a matter of what they WILL do with it.

They'll use it to make less cuts than they were planning, how is that a bad thing? It's not like this is additional money they have to spend, it's additional revenue that will make the inevitable cuts less severe.

That would be nice but I don't count on it. I worked directly with the CA Legislature for 16 years so nothing they do, or fail to do, surprises me.
