OK,Here we go.LADIES AND GENTLEMAN!! What is the perfect place to live in united states and i mean..."the perfect".Low taxes,sunny but with a little bit of snow in winter,veeery low crime,veeery good afordable houses to buy and rent.With ocean or lake.Maybe with a national park close??.
Beautiful in the fall,happy in the spring,funny in the summer and melancolic in the winter.

Please,some ideas?? And dont say anything about sperling best places or money magazine.Just for people that have been living in one of those places.

You've got some conflicting weather / seasonal criteria!
You want strong seasons but you don't want the snow.
But, let's see ... how 'bout Taos or Santa Fe New Mexico?
I don't know about taxes though ... not my forte.
And i don't know about "melancholic" in the winter ... the southwest isn't really gloomy in any season.
The summers aren't "funny" ... just real hot and real dry but the skies are amazing and the starry nights are stunning any time of year.
If i didn't need the ocean and good take the dry heat of summer, i'd live in New Mexico again ... quite magical.

In California, my guess would be somewhere in the Sierra Nevada Foothills, might come close.

Coeur d'Alene, ID. But it will be much more than a "little bit of snow", and not sunny all year long.
