Hi,
Could some one please answer the issue I have:
I was laid off on July 31, 2016. I started looking for job immediately, and was pretty sure I will get something, therefore did not file for unemployment benefits until Oct 7, 2016 (I did not find a job till this date, Oct 28). The California unemployment agency person says, I cannot get benefits from July 31, 2016, instead I will get benefits from the date I have filed for, i.e. from Oct 7, 2016. Is the unemployment agency person correct? Dont I get the benefits from the day I was laid off?

That's correct, benefits start at filing date, after a one week delay.
