It goes back to what sonarrat said in an earlier post on this thread. Giving people money is often not what they really need. Sure, in the short run, that's true. But in the long run, a lot of poor people have aquired bad habits and value systems (lack of planning, having kids out of wedlock, etc) that need to change. But in today's PC environment, it's practically illegal for the government to do anything but hand out cash and free or discounted housing instead of addressing the root of the problem: human bahavior.
