California DMV is stuck in the 1970s! (living in, cost)

Why is the California DMV so incredibly backwards?

I recently switched my drivers license to a California one and imagine my shock that the actual license won't arrive for THREE weeks. Instead I have to use a paper one (I don't drive but keep my DL for emergency/rental purposes).

The written test is administrated on paper and graded by hand? Not even a bubble scantron? Standing in line waiting for each person to have their test graded took longer than the actual test did.

Even the eye chart is the old fashion paper chart on the wall.

Compare this with Ohio. In Ohio we had electronic eye checking machines, electronic test machines and they made our license in less than 5 minutes at the office. They even gave you the option of retaking the picture if your picture turned out horribly.

For being such an enviromentally conscious state, where they want to ban plastic bags at grocery stores, this state is sure wasting ridiculous amounts of paper.

It does seem strange, but let's put it this way, if that is the worse adjustment you have to make, living in California I don't think you need to make a big deal out of it.

And if they did go to paperless, tons of people would be bitching and complaining that 'they old way' was fine and that the DMV just wasted thousands of dollars on stuff they didn't really need.

The DMV wasted millions on a computer system that never worked. It was a big story a few years ago.

The dmv is backwards. I have a neighbor that recently moved here from co. He said the same thing plus was surprised of all the expensive dmv fees (dl & auto registration). Also it looks like the foul legislature & gov benedict arnold will pass the plastic bag ban. Ca will be the first state in the nation. A paper bag will cost 5-10 cents. The law will go into effect 1-12. I prefer paper bags cause i use them for trash bags. Ca is over-lawed, over-taxed & over-regulated. Welcome to ca. Im not saying ca is a bad state but its the politicians that have ruined it.

I never turned over a old licence. After all the paper work is done, I drop it on the floor and say I can not find it. A wink and we are gone. Besides if you travel around the licence is still valid in the last state, you are allowed to own property in different states.
