we were given a camper for work done on a seized property, and it has no paperwork. It is a 2003-2004 Timberlodge Camper 27 bhs, slide out dining. When the camper was placed there is had no tags. what are we able to do to get it registered. VIN is still visible on the tongue of the trailer

Depending on your state, you may need to utilize other states to eventually get a title.

Once you get a title (by whatever means possible) you can proceed to get a registration.

Some states have provisions for temporary registrations while waiting for title to be cleared and obtained.

Your local DMV or State Patrol should be able to determine who last registered and currently OWNS this vehicle.

States will vary on procedures as to how 'seized' property ownership will legally transfer. (if it can)

If you are from ME, you may be able to utilize friends in adjacent states to assist in transfer. BUT you will need to comply with ME requirements.

Or you can forget about all the legal jargon and just go ahead and buy it and get arrested for receiving stolen property. “You knew it was/had to be worth more than what you paid” was actually what the police based the arrest on. Still playing out in the courts. Oh, it turns out that the folks selling it weren’t the owners of the trailer.

I have bought a camper and put it in a trailer that can be pulled behind a truck do I need to register it

Depends on the state!

We do not know which state.
Is trailer licensed? (requirement depends on the state also)
What size is camper and what size is trailer (weight / length, # of axles, Brakes?)?

First you'll need to title it. That is likely to prove daunting in itself.
Ask the DMV or State Police etc... whichever agency oversees these matters where you are.

50 states, 51 different sets of regulations. You would do better asking at your local DMV for what applies in your state.
