You can do it for close to that amount at Memorial University of Newfoundland (MUN) in St. John's as pointed out by poscstudent (these numbers are always low-balled, however -- you can safely add another $3000 or $4000 to the figure quoted by MUN if a young person like the OP wants to have any kind of life as a student), but its computer engineering program (http://www.engr.mun.ca/undergrad/comp.php - broken link) is not renown like the programs at at Waterloo or Toronto. The one nice thing is that MUN does have a decent reputation in other engineering disciplines and there is strong local demand for engineers because Newfoundland's offshore oil industry needs engineers to keep its projects running. OP, if you're determined to leave the United States and a good in-state school doesn't have the program that you want, then you may want to see if MUN has any kind of reputation in computer engineering.

In the end, I guess that the OP will have to decide if he needs a well-known program -- i.e., a Cadillac program -- or a program that's good enough to help him secure rewarding employment and to prepare him for the challenges he is likely to face on the job.
