There are idiots everywhere. Unfortunately.
There are also a lot of decent people everywhere.
Regarding Quebec, according to Fo Niemi, executive director of the Centre for Research-Action on Race Relations in Montreal "Quebec doesn't have a coherent strategy of tracking hate crimes." Other good info here as well: Racism in Canada: Tolerance - Canada - Canoe.ca

I have been there and the O/P asked for "opinion" with the desclaimer that "honesty' would be part of the answers. She did not seem to want 'links to specific's' or 'statistical analysis'. She did not say North American, she specified Canadian province/city.
It is 'my opinion only' that the O/P wanted a 'feel' for what people's impressions based on personal experience would reveal. In that regard I agree with "Kingdomcome1". And I have spent considerable time in both Montreal and Vancouver over many years.

I realize this is what the OP asked for, but if we are going to draw conclusions based on personal opinions rather than some type of official statistics, is there any doubt that, given the demographics of this forum and especially the language it is in, the inexorable result of this thread will be that Montreal and Quebec will come out as the winner (loser?) of the discussion?

Well said. For what it's worth, I personally found Halifax far more racist than anywhere I lived or visited in Quebec. And Edmonton and Calgary? Holy guacamole.
