Well the 1000 island cruises only start in May, so it would be better to go there later. In Quebec City there's a good chance that winter won't be over yet by end of March/early April, and that there will be snow, but the city can still be nice in the winter and at least it won't be too cold anymore. Plus you can do some skiing (in Banff too).
True, but maybe places like Gananoque or Kingston would do.
Also, Niagara on the Lake is pretty nice and is very close to Niagara Falls and even Toronto, if they want to do a side trip.
I see that you have gradually moved from Vancouver to the East Coast.

I just got back from Hockley Valley and the conditions are great. When combined with the early-spring sunny weather then you are really in for a treat!
While I do still agree with Quebec, But wouldn't seeing Banff and the Rockies be best during Spring cause it's not too cold and you can still get that snowy/wintery feel in the mountains?
