Spent an inordinate amount of time there (long story). I will assume you speak French.
Montreal is a great city. Lots of fun. Quebec City is a bit more provincial, but very historic/European. The countryside is nice, if not a bit desolate.
If you speak French and can deal with the cold, Montreal is a great place to live.
Alas, I only got to visit Montreal, but I loved it! Beautiful, clean city (with lots of hot French boys. I liked that part, personally). I think sometimes about getting a work visa and going to live there for a while.
When i went to Quebec everyone spoke English very well. The key was when they are greeting you, when they say bon joeur (sp?) if you respond in English they will speak English. If you respond in French, they will speek French.
We drove from Boston to Montreal. On the way we stopped at a store in the countryside. Nobody understood a word of English. All French. They thought I spoke French. I just nodded and handed them the money.
Don't forget taxes. Highest taxes in North America.
