No, I think the implication is that political pressure from people concerned about how various scenarios look in the media required that the police act in a "keeping the peace" mode rather than a "law enforcement" mode.

It's a scenario that happens fairly often when dealing with politically sensative situations.

That seems the way things happened. But I would have rathered they not worry about how it might look politically and just stick to law enforcement. If the Natives pulled this stunt 50 or more years ago, the government might have taken their reservation and had them relocated elsewhere. Not that I would wish that to happen. Canada's too concerned with having a good international image IMHO.
