My vision on this question is best summed up by the wording of the doomed distinct society clause in the Meech Lake accord:
"the existence of French-speaking Canadians, centred in Quebec but also present elsewhere, and English-speaking Canadians, concentrated outside Quebec but also present in Quebec, constitutes a fundamental characteristic of Canadian society."
So yes, the short answer is that anglophones to me are an integral part of the province of Quebec.
