does Bell throttle bit torrent? (deal, area, business)

Hey, does anyone here have Bell for their internet ? --- have you noticed if they throttle your bit torrent or movie downloads, i.e. your download speed drops way down for large files?

Bell is offering the fiber tv in our area for the first time, with tv, internet, phone. And it's not a bad deal except on the internet it says that Bell throttles bit torrent up to 77 %. I phoned Bell and they said they stopped doing that in Dec 2011 but I don't know if I believe them.

Also would you recommend Bell for their customer service etc?

I don't know if they still throttle or not, but Bell has legendarily bad customer service, and when we had them for landline we were constantly getting Indian telemarketers calling us to sell us bell products even though we were on the do not call list, and they were very unprofessional people to boot since they were some shady company Bell was subcontracting to and not Bell. I've never had anything but seriously bad customer service from Bell and I've heard lots of bad stories from other people about their customer service, so they're just never getting my business again.
