That's a fairly regular occurance. I usually hear of a couple every year. I'm not sure what the driver was thinking, as it's still quite early to have a vehicle on the ice. Generally, 15"is considered.safe to drive on, though I wouldn't push it. Usually I wait for close to 2 feet. And, if there's any doubt, you've got an auger anyway, so drill and check.
