As ever, the problem here lies in 'by whose definition.' The US definitions of 'liberal' and 'conservative' stand for political factions, not ideologies or principles, because both sides scoff at the basic principles of the terms. There will always be problems attempting to superimpose those upon Canada, where they mean somewhat different things, and on top of that, are in fact the names of major parties. Also, in Canada's parliamentary system, there can be greater change in government after elections--which could occur at just about any time. I've seen more than one Canadian party invented or have its name changed in my lifetime.
If you want to pose the question in US-centric terms, the best way is to ask: "if most Canadians lived in the US, do you think they'd vote Democratic or Republican?" My bet is that they'd dust off their passports and go home once they considered that those were the only alternatives, because some widely-held Canadian values get no love from either US party.
I don't think generalizations can be made. Liberal on what issues? Conservative on what issues? Canadians are notorious in certain circles for being repressive and redneck on First Nations issues. The Canadian government, no matter what party is in power, is notorious in international human rights circles for having one of the most repressive regimes on the planet in relation to its First Nations peoples. It's not unusual for Canadians to rant angrily on and on for an hour or more on that topic.
Not sure it shows Canadians are more conservative. Rather, it shows there is a lot of groupthink on the part of Canadians - at least when it comes to American politics.
