As an USA Permanent Resident (Green Card) what is the process to immigrate to Canada? How do I obtain a Work Permit? As an US Resident, do I have to go from the start, like any other person not on the continent? Does green Card help in this situation?
Your status as an American permanent resident doesn't really matter, Canada doesn't give any special preference for immigration to anyone from any country. The exception is Mexican and American citizens with special qualifications that permit them to come work on a NAFTA visa, but only certain professions qualify.

Somehow, I fail to see how having US green card makes getting Canadian PR so much more easier than for anybody else.
The last time I looked, there were no special provisions in the Canadian Immigration programs for US residents.
