Canada must intervene in Detroit
Justifications:

#1 Canada has strong business interests and allies in Detroit and the Detroit region that could be threatened by the on going violence.

#2 The Detroit-Windsor entry point is the most economically vital and profitable of all of Canada's crossings into the USA and Canada has a vital interest in securing its trade partnership with its neighbors to the south.

#3 The violence does spill over the river into Canada and Canadians have been killed by Detroiters within their own national border of Canada.

#4 Canadians on business/vacation in Michigan have been victims of crime including murder.

#5 Any military action would be a peacekeeping mission and Canadians would be welcomed as liberators from the tyranny of daily street violence.

#6 Windsor and Detroit make up the 8th largest urban area in North America and have had partnerships dating back to 1701, thus justifying intervention.

#7 Detroit militarily invaded Windsor in 1812, thus it could happen again and Windsor would be wise to secure its border by entering Detroit.

#8 Children have been targeted and horrifically effected by street gangs - this is unjustifiable in a civilized society and it is the duty of the morally sound to stop it.

#9 With 13 year old gang members, it is clear there is a problem with "child soldiers" in Detroit.

Detroit's problem is a heightened situation of US problem.

I support annexing Detroit by Ontario - it may look like a bad deal, but turning it around won't be too difficult under Canada's system. The new Windsor with over a million people will be a much bigger and powerful city in the future.
