For me, level of friendliness and aesthetic charm are what's important in determining which city is 'best.' By this standard, Montreal wins hands down. Halifax would be a close second. Toronto would be dead last.

Sports are a huge factor for me. NHL, MLB, NBA, MLS, NLL, CFL, AHL... And they're all right downtown. No other Canadian city comes remotely close to Toronto as far as variety.
Concerts as well. If a band is touring North America, they'll probably have a Toronto date on there and I routinely see other cities bitching about the GTA getting multiple dates while they don't get any.
For those reasons I wouldn't want to live anywhere else.
