Look at Section 7.4 and 7.5 of this publication:

http://www.cic.gc.ca/english/resourc...p/cp09-eng.pdf

Also look at this:

Changes to citizenship rules as of April 2009

It looks like you are ok. I'm relying on the following provision:

Persons born outside Canada between February 15, 1977 and April 16, 2009: Prior to
Bill C-37, a person born outside Canada on or after February 15, 1977 to a Canadian mother or
father was automatically a Canadian citizen regardless of whether they were of the first or
subsequent generation born outside Canada. However, a person of the second or subsequent
generation born outside Canada to a Canadian parent was required to apply to retain their
Canadian citizenship before attaining the age of 28. Failure to do so resulted in the loss of
citizenship (section 8 of the 1977 Act, now repealed). Persons of the second or subsequent
generation born outside Canada who turn 28 on or after April 17, 2009 (when Bill C-37 came into
force) are no longer required to retain citizenship (a retention application is not required). Bill C-37
does not restore citizenship to those who lost it under section 8 of the 1977 Act prior to the
coming into force of Bill C-37.

I would also review this publication:

Application for Canadian Citizenship - Adopted person

Canada may require a DNA test. Retention of citizenshp for person's turning age 28 after April 17, 2009 is not required. If in doubt, however, apply or attempt to acquire a Canadian passport.

Do you know anything about folks that have a resident card, but are NOT citizens.

One time when I returned to the states after visiting Canada I asked the Canadian border agent about my "resident social insurance card".

He wanted to confiscate it on the spot. I was almost afraid he wasn't going to let me leave Canada until I gave him my card!!!

People who are in the country on short or middle term visas/work permits get a SIN starting with a "9" which has an expiry. I thought people on citizenship track visas got permanent SINs. No one gets the plastic card anymore. Canada stopped issuing the credit card sized card a couple of years ago to everyone.

Did you abandon permanent residency but still have a SIN?

I got into Canada on the day they passed their first immigration law. THAT was interesting on the border.

My social insurance number starts with the code for BC. It is not a 9.
