I have seen several B-grade or lower TV movies that were filmed in Ontario and Quebec. Are the "twin cities of Ottawa and Gatineau hot-spots for such fare? Maybe you have stumbled across a film crew.
The comment was how many movies and TV shows are filmed in Ottawa.
OK. Well anyway living here one does not get the impression that lots of movies or TV shows are filmed here at all. It's not like Toronto, Montreal and Vancouver where there are lots of filming crews around. As I said, there are lots of TV news crews here. That's what is most visible.
They're filming a movie right by my house, on the next street over. The entire street is taken up by giant tractor trailers and Klieg lights.
What a pain in the butt. There's absolutely no parking anywhere.

Do they have American flags as props? To me, that's a clue a movie is from Canada.

Some have American license plates.
